The Visuals: The Visuals are far improved over the GTA:III visuals, GTA: Vice City runs on the Renderware Engine which has been tweaked to it’s limits to make sure Vice City ran smoothly. However, there were still blocky textures and pop ups which plagued both the PS2 and PC versions of the game.

However, there is still an improvement all round compared to GTA:III, the visuals are much brighter and are a lot sharper.
The Gameplay
Set in the 80′s, the game features a whole new storyline revolving around the hero, Tommy Vercetti. Tommy actually speaks (remember, GTA:III’s Claude didn’t speak) voiced by Ray Liotta (famous for the superb gangster flicks Goodfellas and Muppets From Space).
Missions are also more detailed then GTA:III, as oppose to the Pickup, collect this, drop off style missions, Vice City features more complex missions.

The game also features interiors which the player has access to, some to do missions and some safe houses also have interior entrances.
Tweaks
There were many tweaks in GTA: Vice City over GTA:III, one of those things was the targeting system. The targeting system targets the most dangerous person in site rather the closest person.
Other tweaks include – peds doing more, rather then just walking, police respond to crime more effectively and the AI has also been vastly improved.
